“Cedar Cove” returns for a second year of being background noise at a hospital. That’s mean, but not far off the point. Judge Olivia Lockhart has adventures trying to find love and balance her judicial career. The material is paced for an older audience, but it’s complacent enough for background material. The problem is that nothing raises it out of background material. So, nothing has changed from Season 1. The DVD comes with no special features.
